From the standpoint of flood control, a number of small reservoirs to
control tributaries before damage is done should bc thoroughly investigated as a
substitute for the Narrows Reservoir.
2. Conside:-ation should be given to moving the HarroVls Reservoir to a nearby
si te for construction on a much smalls r plan which Hill overcome damage to the
existing eco:'iomy v':,ich would be dislocated by the construc tion of the presently
proposed reservoir.
3. That this ore~nization believes that priority should be givcn to the Chat-
field flood control project over the Narrows Roscrvoir project because said former
project will give'upstrean protcction bctwcen its loc~tion and the location of the
Narrows Ueservoir, and after its construction, exp8riu~c~ !~ay d8monstrate that its
construction together with construction of other u"s~r..s", reservoirs vJill make it
possible to greatly economize on the construction of a r8servoir at or near the
llarrows site.

4. Construction of higher reservoirs will tend to benefit downstream irriga-
tion thus producing incidental benefits from the head':!aters t,lrough the entire
length of tIle H"t~e iliver in Colorado, as well as gaining the benefit of more com-
plete flood control protection.

Upon roll call the vote lias: Commissioner Hobins, Yes; Commissioner Grant, Yes;
Commissioner Giggal, Yes.

The Chairman declared the motion carried and so ordered.

STAT", OF COLuRi\DO,)
County of Arapahoe) ss I, E:arl K.
