That the construction of the so-called Narrous Dam Project is not in the <br />interests of the water users of Colorado for the following reasons: <br /> <br />(a) Construction of said Narrows Da~ project will be exp8nsive, extrava- <br />Gant and wasteful beyond all possible benefits to be derived therefrom. <br /> <br />(b) Extravagant and wasteful expenditures of money on the theor~O' that <br />such money is being furnished by a faderal aEency and that "if we don't r;et it, <br />someone else v:ill" is vTrong and inconsistent \lith American traditions and contrary <br />to so"md economics; furthermore, that this is a time of national emergency and the <br />taxpayers are carryinG an unprecedented tax burden and all construction not direct- <br />ly related to the War effort should be curtailed. <br /> <br />(c) That better and more economic flood control and more efficient <br />protection against erosion and dissip&tion of soil r8501lrCeS, with better conser- <br />vation of both 'later and soil, can better be'achi~ved by the construction of smaller <br />dams and other flood control devices on the 'Pper reaches of the tributary streams. <br /> <br />(d) That small dams on the upper reaches of the Kiowa and Bijou Creeks <br />and comparable Hater courses, "ill prevent flood conditions on the lower stream <br />and prevent exce,'sive discharge of silt into such a basin as is contemplated by <br />the huge Narro~s Dam. <br /> <br />(e) Tllat construction of said Narrows Dam VlOuJd in no considerable <br />degree affect Cood conditions on the rivers to which the South Platte is tributary <br />or on the s trea,ns tributary to said ::Jouth Platte. <br /> <br />VIE FUR THE.'l FIIlD J,;, D m:PR";::;E;IIT: <br /> <br />1. That expenditures for structures on the ~outh Platte River such as and <br />inclUding the Narrows Dam, if built, should be strictly for flood control. <br /> <br />2. That upstream protection beu,een the foothills and the Narrows Dam <br />location should and can be provided by upstream construction. <br /> <br />3. That upstream structures are more economical as to initial cost and afford <br />the use and re-use of flood 1'lSters im;lou!1ded in the Platte Valley and will permit <br />the filling and refillinG of water bearinG substrata .nth water for ,the immediate <br />benefit of upstream lands and the ultimate benefit, through upstream use and re- <br />use and return flow, of all irrigable lands in said Valley. <br /> <br />4. That no a\lthorization for construction of s8,id Harrows Dam project nor any <br />substitute therefor sho~d be recol'1lTlended or made e:' ':,t on the express condition: <br /> <br />(a) That such project should be str~c "::',' c" ,o::>lely a flood control <br /> <br />project. <br /> <br />project. <br /> <br />(b) That no a;;propriation of waters sha::'l 3V9r be adjudicated to such <br /> <br />(c) That all matters of administr~tion of such reservoir or reservoirs <br />shall be under the control and direction or subject to the control of the office <br />of the State Engineer of the State of Colorado <br />
