Which of the suggested measures would require filing new applications <br />for water rights? <br />c. Which of the measures would involve changes of water rights which <br />would require approval of the Colorado water court? <br />d. Would the increased yield of any of these reclamation projects be <br />available, at the present time under existing water right decrees and contracts, to supply <br />municipal and industrial water to the Tribes? agricultural water to the Tribes? <br />e. Would the costs for measures to iDcrcase the effective yield of these <br />projects be paid from the FUIld? If not, how would such costs be paid? <br />f. How will the expansion, rehabilitation and operation of existing facilities <br />affect downstream utilization of return flows and Compact requirements? <br />g. The increased yield is not new water, but water used downstream in <br />New Mexico. How will the loss to New Mexico be accounted for in the system? <br />14. On page 17 of the Conceptual Alternative is the statement that: <br />Up to 45,000 acre-feet of water ~ be made available In <br />Vallecito Reservoir, on the Pine River north of the Southern Ute <br />Reservation. [Emphasis added.] <br />a. What is the basis for the statement that up to 45,000 acre-feet of water <br />~ be made available? By whom? Under what conditions? At what price? <br />15. On pages 6 and 7 of the Conccptual Altemative is the statement that: <br />The irrigation system in this area [served by VaJleelto R~oirl <br />consists mostly or unlined canals, and could be made more <br />emcient. This would free up sumdent water to satisfy a <br />substantial portion or the obllption to the Southern Ute TrIbe, <br />1ritbout disrupting the current o"lll'llershlp or Irrigation "lime. <br />a. How many mi1es of unlined canals are there in the area setved by <br />ValJecito Resetvoir? <br />b. How much water is lost to seepage from the unlined canals? <br />Co Have there been any seepage studies done of the unlined canals in this <br />area? By whom? When? <br />d. What would be the cost of lining the unlined canals? <br />e. How would the cost of lining the unlined canals be paid? Please <br />quantify the estimated cost to the Tribes' operation and maintenancc obligations under the <br />changes proposed. Will the Tribes be responsible for additional costs of maintenance for <br />existing facilities? If not, who will be responsible? In general, are there Dot additional <br />capital costs associated with the changes proposed? Will these additional costs not lead to <br />repayment or payment obligations? <br />f. How much additional water would be available if the canals were lined? <br />g.
