Flood control would also be provided.

STATUS

The Savery-Pot Hook Project was authorized for construction September 2,
1964 (Public Law 88-568) as a participating project under the Colorado
River Storage Project Act of April 11, 1956 (Public Law 84-485). A de-
finite plan report was completed in June 1971 and revised in January 1972.
A draft environmental statement was" released and filed with the Council on
Environmental Quality in August 1972. Because of changes in the plan,
costs, and benefits the draft environmental statement and the definite
plan report are being revised with the statement scheduled for completion
in October 1976 and the report in June 1977. The final environmental
statement is scheduled for completion in June 1977.

Negotiations with the Little Snake River Water Conservancy District and
the Pot Hook Water Conservancy District on the project repayment contract
are nearing completion. The design of Moffat County Roads Nos. 1 and 2,
to be relocated around Pot Hook Reservoir, is nearing completion by Moffat
County. An archaeological survey for the project area will be completed
in 1976. Aerial topography of the project area is nearly completed.
Design drilling of Pot Hook Dam site is nearly completed and drilling at
the Sandstone site is under way.

The FY 1976 Public Works Appropriation Act included $1,474,000 for ~ 1976
and $350,000 for the transition quarter to begin construction of the pro-
ject. The president's budget for FY 1977 includes $1,200,000 to
continue construction.

Negotiations are currently underway with Colorado and Wyoming, the Fish and
Wildlife Service, and the conservancy districts concerning additional fish
and wildlife mitigation measures. Because there has been some ongoing con-
troversy between Wyoming project water users and State wildlife elements
over the nature and degree of the mitigation measures to be undertaken in

,(
