The estimated cost of a Phase II target <br />~ watershed evaluation for the four weeks is approximately <br />~ $25,000, including the field personnel and overhead. <br />c:n <br /> <br />PHASE I - STATEWIDE RESOURCE INVENTORY <br /> <br />The purpose of Phase I was to create an inventory of <br />specific resource maps that relate to rangeland sediment and <br />salinity control. The inventory would allow for a <br />prioritization of the 2~8 watersheds within the Colorado <br />River Basin of utah pased on potentially treataPle <br />critically eroding rangelands. The result was a management <br />planning tool that may pe used on a state level <br />to rate and compare specific watersheds for resource <br />proPlems and planning potential. <br /> <br />A mapping scale of 1:500,000 was determined to pe of <br />sufficient detail for the purposes of this inventory. The <br />pase map for this phase of the project was the Watershed Map <br />of the state of Utah (developed Py the Water Resources <br />Council, scs and USGS; December, 1980). A time frame of <br />three months was, allowed for the Phase I inventory. A clear <br />mylar copy of the Utah watershed map was used to overlay the <br />other maps. All maps were enlarged toa scale of 1:500,000 <br />for purposes of direct overlay comparison work. A <br />commercial map reproduction machine was used to minimize <br />distortion during reproduction and scale adjustments. The <br />overlay inventory process was accomplished by manual <br />observation. The maps used in the project were too complex <br />to allow time for digitizing and the use of ,a geographic ' <br />information system. When these maps are digitized, the time <br />frame for the inventory report process is estimated at two <br />weeks. <br /> <br />The resource evaluation parameters were agreed upon by the <br />Steering Committee. These parameters were assigned weighted <br />numerical values with a total maximum of twelve points for <br />purposes of rating and comparison. The following parameters <br />and rating ranges were used in the inventory procedure. The <br />parameters are numbered in the order they appear in the <br />PHASE I RESOURCE INVENTORY DATA in Appendix I. <br /> <br />(1) The watersheds were identified by USGS Hydrologic Unit <br />numbers (eight digits) with an additional watershed number <br />(three digits) derived by interagency agreement on the <br />Watershed Map of the state of Utah (USDI, GS, 1980). These <br />numerical designations serve as a common referral unit for <br />interagency planning efforts.
