See Appendix A for Special Project Report. <br /> <br />WORK ELEMENT #3: <br /> <br />S T J <br />C S F <br /> <br />The requirement for a long-term storm realtime monitoring system for the <br />Lower Colorado River Basin will be investigated. <br /> <br />Progress: <br /> <br />The study undertaken by the National Weather Service (NWS) on the Realtime <br />Monitoring Systems for the Lower Colorado River Basin emphasizes the impor- <br />tance of timely and accurate inflow forecasts to enable the BuRec to make <br />effective management decisions. The frequency of NWS forecasts has been <br />monthly, with some occasional biweekly reporting. The events of this past <br />year would indicate the need, at times, for daily forecasts to effectively <br />plan the management of the BuRec projects in the Colorado River Basin. The <br />study found that to provide quality forecasts on a more frequent basis, it <br />would require improvements in the forecast techniques/procedures and the <br />input data. For more detail on the proposed enhancement of the data collec- <br />tion network, see Appendix B. <br /> <br />WORK ELEMENT #4: <br /> <br />S T J <br />C S FS <br /> <br />The National Weather Service (DOC) will designate a NWS flash flood coordi- <br />nator to work with state (Arizona and California), county, local and tribal <br />officials and local radio stations. <br /> <br />Progress: <br /> <br />After a review of the system used for flash flood warning', the NWS coordina- <br />tors for Arizona and California determined that the existing procedures are <br />adequate for meeting the current and future requirements for flash flood <br />warning. The procedures for implementation are outlined in the Weather Ser- <br />vice Operations Manual, Chapter E-l3, Flashflood Program, and are standar- <br />dized throughout the National Weather Service. See Appendix C. <br /> <br />WORK ELEMENT #5: <br /> <br />S T J <br />C S FL <br /> <br />The Bureau of Indian Affairs (DOl) will encourage the Tribes to adopt flood- <br />plain management policies as part of a general plan for the Indian lands lo- <br />cated along the Colorado River. <br />
