Pe~nent construction <br />does not include land prepm'ation, suoh as clearing, grading, and filling, nor <br />does it include the installation of streets and/or walkways; nor does it <br />incZude excavation for a basement, footings, piers or foundations 01' the <br />erection of temporm'Y forms; nor does it include the inBtallation on the <br />property of accessory buildings, such as garages 01' sheds not occupied as <br />duelling units 01' not as pm't of the main structure. For a structure (other <br />than a mobile home) without a basen~nt 01' poured footings, the '~tart of <br />construction" includes the first permanent framing 01' assembly of the st:!'UCtuN? <br />01' any part thereof on its piling 01' foundation. For mobile homes not within <br />a mobile heme pm'k 01' mobile home suhdivision, '~tart of aonst~Action" means <br />the affixing of the mobile home to its permanent site.
