>1 r. .~ 1 Gab i 0 1 a, .~ rea 1'.1 a nag e r

Page Four

10. Federa 1 Project Loads

In the absence of the development of federal
project loads, the power and energy should be marketed to
CRSP customers on a recapturable basis with a provision for
five (5) or more years notice. This allows the
classification of the marketing of the capacity on a firm
basis without denying federal project use loads the right to
recapture as required.

11, CRSP Reserved Criteria

The Town of Thatcher believes that 10% of loads is
an adequate reserve criteria and supports the current CRSP
reserve criteria level of 10%.

12. Navajo Indian Irrigation Project

The Town of Thatcher opposes the inclusion of the
Navajo Irrigation Project as a federal load since it knows
of no other Indian irrigation project which is accorded this
classification or status,

13, Allocation of New Resources to Naw Customers

The Town of Thatcher is supportive of the marketing of
new resources to new qualified preference entities with
utility responsibility but believes that this should be done
under a separate criteria.

TOWN OF THATCHER

By

vtdJit~

Herbert Winsor, Utility Manager

cc.
