It would cause a reduction in the amount <br />of power and energy available to customers. The Town of <br />Thatcher does support a flexibl~ approach by Western to meet <br />the individual needs of custome~s when hydrological and <br />electrical system circumstances[permit. <br /> <br />6. Minimum Scheduling <br /> <br />Minimum schedules are .appropriate in the post 1989 <br />criteria as a continuation of e~isting criteria, <br />Nevertheless, minimum rates of delivery should not be <br />required in the absence of phys~cal limitations on the CRSP <br />systems. <br /> <br />7, Operating Criteria at Glen Canyon Dam <br /> <br />The Town of Thatcher i~ strongly supportive of the <br />continuation of the existing operating criteria at Glen <br />Canyon Dam and opposes any manip~lation of river flows which <br />would reduce the current generatiing characteristics of Glen. <br /> <br />8. <br /> <br />Projects Consolidation <br />1 <br /> <br />The Town of Thatcher opposes any consolidation <br />which might jeopardize the financial integrity of individual <br />projects, or place unfair and inequitable burdens on <br />ratepayers. The Town of Thatcher favors operational <br />integration which will enhance e~onomies and efficiencies, <br /> <br />, <br />9, CRSP Capacity Valu~ <br /> <br />The Town of Thatcher b~lieves that CRSP capacity <br />shoula be sold on the basis of 7$% exceedance values with an <br />option to customers for the purchase of additional capacity <br />above adverse river conditions, and/or contingent capacity <br />based at a rate reflecting the contingency of that capacity. <br />In the alternative,.Western shoulidfirm up the contingent <br />capacity for its customers. <br /> <br />58 <br />
