",. <br />I...."...-.-.__.......~,-'''-.' . <br /> <br />The following are the City of Mesa's comments on the Consolidated Power <br />Marketing Plan for the Salt Lake City area, presented at the Public <br />Information Forum held on June 10, 1982 in Salt Lake City. <br /> <br />1. CONTRACT TERM <br /> <br />Contracts represent utility resources. Resources in this era can <br />not be integrated into planning and truly considered long-term or <br />firm if they have less than 20 years of availability and <br />duration. In addition, the administrative burden of this process <br />on Western and the customers is such that a twenty year contract <br />term would be more efficient. <br /> <br />Twenty year contracts with a pro rata adjustment of all CRSP <br />allocations at the end of ten years, based on projected changes in <br />hydrological conditions for the\second ten-year period of the <br />contract term, should be administratively satisfactory to Western <br />and the contractors. <br /> <br />2. ALLOCATIONS <br /> <br />The City of Mesa believes that existing customers should be <br />afforded the opportunity to recortract for power and energy <br />available under their existing a110cations (which have not <br />lapsed). Special cases may be t~ken into consideration so long as <br />we are tal king about historic hardship cases, and not i"stances <br />where previously existing preference customers opted not to take <br />advantage of the opportunity to acquire federal contracts. New <br />rasources should be available for marketing on an equal and <br />equitable basis between old and new preference utility customers. <br />The current allocations have notilapsed, although the contracts <br />may soon expire.
