This is a vital and necessary resource <br />to continue to allow us to provide power and energy to the farmers within our District, <br />We participate actively in the Colorado River Energy Distributors Association and <br />the Irrigation and Electrical Districts Association of Arizona. We support and <br />endorse the comments submitted by CREnA and IEDA on these Criteria and will not repeat <br />them here, We want to emphasize, however, our willingness to work with you on the <br />contract options that have been discussed in meetings between the CREDA Marketing <br />Committee and you and your staff. We are greatly encouraged that the subject of <br />contract options has even come up. It seems to us a logical and necessary adjunct to <br />the reallocation process that your agency would look for ways to provide your prefer- <br />ence customers with additional benefits through such flexibility. <br /> <br />We urge you to renew existing contracts and to develop these contract options <br />with CREDA and IEDA. We feel that the benefits that can be deriv.ed from such flex- <br />ibility will ultimately enhance the resource and the ability of Western to provide <br />power and energy to its preference customers. <br /> <br />We believe Western can optimize its resources to the benefit of its custom- <br />ers by supplying energy at a 70% load factor rather than the proposed 58.2% load factor <br />delivery rate. The incremental cost for such additional energy deliveries could be <br />charged to the customers at an additional incremental cost, if any. <br /> <br />Please give serious consideration to marketing capacity on the basis of 75% <br />exceedance values rather than adverse water years. This would supply additional cap- <br />acity ,to the customers who recognize, of course, that for Western to firm up such con- <br />tingent capacities that additional incremental costs may be involved which could be <br />passed on directly to its customers. <br /> <br />Again, thank you for the opportunity to comment.
