Gabiola:

Subject: Post-1989 CRSP Marketing criteria

I am attorney for the Harquahala Valley Power District.
As you are aware, Harquahala Valley Power District is interested
in receiving an allocation of Colorado River Storage Project and
other project power and associated' energy to be marketed in the
Salt Lake area. Our interest in receiving such power has already
been passed on to you.

Regarding your proposed marketing plan, we hope that
you will give strong consideration to optimizing the amount of
power and energy resources that will be available from the
Project so that both existing and new customers may receive an
allocation of such power. Accordingly, we would appreciate
you giving consideration to selling capacity from the Project
on a 75% exceedance basis rather than on adverse water condi-
tions, which will provide an additional 200,000 kW of summer
and winter capacity. Additionally, consideration should be
given to marketing the resources at the highest load factor
available, preferably 70% rather than 58.2%, thereby providing
more energy to its customers.

Please contact us regarding implementation of our
application and working with you on terms and conditions of
your future power offerings.

-Yours very truly,

JHG:tls

~AHALA V.ALL~ ~:DISTRICT

By ~~- .~ ~ (}--

~;H.
