CRSP CAPACITY VALUE <br />Cortaro-Marana Irrigation District believes that CRSP <br />capacity should be sold on the basis of 75% exceedance <br />values with an option to customers for the purchase of <br />additional capacity above. adverse river conditions, and/or <br />contingent capacity based at a rate reflecting the continqency <br />of that capacity. In the alternative, Western should firm up <br />the contingent capacity for its customers. <br /> <br />10. FEDERAL PROJECT LOADS <br />In the absence of the development of federal project <br />loads, the power and energy should be marketed to CRSP <br />customers on a recapturable basis with a provision for <br />five (5) or more years notice. This allows the classification <br />of the marketing of the capacity as a firm bais without <br />denying federal project use loads the right to recapture <br />as required. <br /> <br />11, CRSP RESERVED CRITERIA <br />Cortaro-Marana Irrigation District believes that 10% <br />of loads is an adequate reserve criteria and supports the <br />current CRSP reserve criteria level of 10%. <br /> <br />12. NAVAJO INDIAN IRRIGATION PROJECT <br />The Cortaro-Marana Irrigation District opposes the inclusion <br />of the Navajo Irrigation Project as a federal load since it knows <br />of no other Indian irrigation project 'which is accorded this <br />classification or status. <br /> <br />13, ALLOCATION OF NEW RESOURCES TO N~l CUSTOMERS <br />Cortaro-Marana Irrigation District is supportive of the <br />marketing of new resources to new qualified preference entities <br />with utility responsibility but believes that this should be <br />done under a separate criteria. <br /> <br />15 <br />
