Gabiola <br /> <br />'". ugus t 3, 1982 <br />?age Two <br /> <br />Cortaro-Marana Irrigation District believes CR5P contracts <br />to existing customers should be re-executed as orginally <br />agreed to by the United States in both kilowatts and kilowatt <br />hours in the post 1989 period. <br /> <br />3 . HARKETING AREA <br />Cortaro-Marana Irrigation District believes the current <br />marketing area should not be changed, <br /> <br />4. CRSP LOAD FACTOR <br />The Cortaro-Marana Irrigation District members believe <br />that Western should recognize that some customers may require <br />higher load factors for certain conditions and situations and <br />Western should seek to accommodate those entities. CRSP <br />power should be marketed at not less than a seasonal load <br />factor of 58.2% and Western should give an option for <br />delivery up to a 70% load factor of energy after a .suitable <br />evaluation. <br /> <br />5. SERVICE SEASONS <br />Cortaro-Marana Irrigation District does not favor a <br />change in service seasons. It would cause a reduction in the <br />amount of power and energy available to customers. Cortaro- <br />Marana Irrigation District does support a flexible approach <br />by Western to meet the individual needs of customers when <br />hydrological and electrical system circumstances permit. <br /> <br />6. MINIMUM SCHEDULING <br />/.1inimum schedules are aoorooriate in the cost 1989 criteria <br />as a continuation of existing criteria. Nevertheless, minimum <br />rates of delivery should not be required in the absence of <br />physical limitations on the CRSP systems. <br /> <br />7. PROJECTS CONSOLIDATION <br />The Cortaro-Marana Irrigation District previously has <br />indicated it oppcses any consqlidation which might jeopardize <br />the financial integrity of individual projects, or place <br />unfair and inequitable burdens on ratepayers. Cortaro-Marana <br />Irrigation District favors operational integration which will <br />enhance economies and efficiences. <br /> <br />8 . CONTRACT TERM <br />The Cortaro-Marana Irrigation District cannot support too <br />strongly its position that a resource of less than 20 years <br />represents a material and significant of chanqe in the <br />embedded cost of CRSP custome~s. A contract of less than <br />20 years Changes the nature of the resource from a long term <br />resource to a short term resource and denies many ~reference <br /> <br />14 <br />
