<br />National Environmental Policv Act <br /> <br />The National Environmental PoHcv Act (NEPA) is the basic National <br /> <br />charter for protection of tl,e environment. It estahl i shes pol. iev, sets <br /> <br />goals, p,-ovides means for cat'rving out the po' icy. Section 102(2){c) <br /> <br />requires Fedet'al agencies to act in accordance wit" the spirit of the law <br /> <br />and to prepare an envi~onmental statement on anv major Federal action. <br /> <br />T11e NEPA pt'ocess is intended to help publ.ic offidal.s mal<e decisions that <br /> <br />are based on understandi.ng tl,e potential environmental consequences. and <br /> <br />take ac tions that pt'otec t, restore, and enhance the envi.ronment. <br /> <br />The Council on Environmental Qualitv (CEQ) on November 29, lQ80 <br /> <br />published regulations for implementation of the act that set forth the <br /> <br />directives to ach;eve the above goal. T11ese regul.ati.ons. effective Jul.y <br /> <br />30, 197Q, stress concentration on truly siRni,ficant environmental i.ssues <br /> <br />ratl1er. than simp1y amassi,n~ of ;.nformatio!l. Tllev a'_80 requ{re early pul-,- <br /> <br />1 ic involvement, early avai 1a1,;,' i ty of envi.ronmental information, and tl,e <br /> <br />consideration of mitigation of envi.ronmental i.mpacts. In addition, rEO <br /> <br />t'egulati.ons mandate a process to help identify the scope of si.gni.ficant <br /> <br />issues <br /> <br />and a comparative analysis of all T'easonar,1.e a1 ternat;ves. <br /> <br />Procedures, page limits, and formats are also suggested. <br /> <br />Fish and Wildlife root'Mnation Act <br /> <br />The Fish and Wildlife Coot'dinatinn Act of August 12, lQS8 (48 Stat. <br /> <br />401 as amended; 16 D.S.C. 661 et seq.) requires the Watet' and Power Re- <br /> <br />sources Service to consult with the U.S. Fish and Wildlife Service on <br /> <br /> <br />water resource development projects that could have an i.mpact on fish and <br /> <br /> <br />wildlife resout'ces. The Fish and wildHfe Service, i.n conjunction with <br /> <br /> <br />the appropriate state wildlife resource agency, is afforded the opportuni- <br /> <br />ty to review proposed Water and Power developments and submit a <br /> <br />9 <br />
