In this report the District <br />Engineer recommended: <br /> <br />'a. The construction of the Florence, Portland, Pueblo, and <br />La'Junta Local Protection Projects, the Arkansas River Floodway from <br />Brewster to Florence, and the Arkansas River Channelization Project <br />from Pueblo to the Las Animas Consolidated Diversion Dam be authorized. <br /> <br />b. That the foregoing improvements be accomplished, including <br />such changes and modifications as in the discretion of the Chief of <br />Engineers may be advisable at estimated costs, based on June 1967 <br />price level, to the United States of $48,541,000 for construction and <br />$3,0~0 annually for maintenance, operation and replacement; and <br />estimated costs to the local interests of $18,229,000 for lands, rights- <br />of-way, major drainage and recreation features, and certain construction <br />work, and $426,033 annually for maintenance, operation, and replace- <br />ment; and provided that no construction shall be undertaken until local <br />interests have given assurances satisfactory to the Secretary of the <br />Army that they will: <br /> <br />(1) Provide without cost to the United States all lands , <br />easements, and rights-oE_way necessary for construction and operation <br />of the projects,' including easements required for flood-zoning purposes <br />in the ponding areas; <br /> <br />(2) Hold and save the United States free from damages due to <br />the construction works and free from claims as a result of flooding <br />from residual interior drainage during operation of the projects; <br /> <br />(3) Maintain and operate the works after completion in accord- <br />ance with regulations prescribed by the Secretary of the Army; <br /> <br />(4) Make any alteration to existing improvements, other than <br />railroad bridges and approaches connected therewith, which may be <br />required because of the construction works; <br /> <br />....- ,.-,- <br /> <br />.
