<br />.. <br />I <br />I (:) <br />c:> <br /> ,~') <br />J 00 <br />en <br />tv <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />J <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />(9) the development of adequate water supplies for small <br />communities and rural users; <br /> <br /> <br />(10) the achievement of the drinking water standards of 1962 <br />of the U.S. Public Health Service as to bacterial, chemical, <br />and physical quality characteristics for public water <br />supplies. <br /> <br />(ll) the maintenance of the quality of water in watercourses <br />within the state so that (a) the dissolved oxygen never <br />falls below five milligrams per liter (mg/l) for more than <br />eight hours in any 24-hour period and never falls below <br />three mg/l at any time, (b) the maximum water temperature <br />each day during the summer months does not exceed 950F, <br />(c) neither the chlorides nor the sulfates exceed 250 mg/l <br />for more than one day in any 30-day period; <br /> <br />(12) the development of irrigation waters in such a manner so <br />that (a) the sodium-adsorption ratio does not exceed 15 <br />and (b) the specific conductance does not exceed 750 <br />micromhos; <br /> <br />(13) the plugging of abandoned wells and control of seepage <br />areas through which mineralized waters pollute supplies <br />of usable surface and underground waters; <br /> <br />(14) the disposal of all brines in a manner such that they <br />will not pollute supplies of usable surface or underground <br />waters; <br /> <br />(15) the reasonable freedom of watercourses from toxic sub- <br />stances and oils; <br /> <br />(16) the proper treatment and release of sewage and industrial <br />wastes in accordance with the assimilation capacities of <br />those watercourses into which wastes are discharged; and <br /> <br />(17) the inclusion in publicly financed structures for the <br />development, conservation, control, or management of the <br />water resources of the state of reasonable amounts of <br />storage capacity for the regulation of the low flows of <br />the watercourses of the state. <br /> <br />The State Water Plan further provides: <br /> <br />(l) The State of Kansas recognizes its responsibility and <br />jurisdiction to protect, conserve, and control all waters <br />affecting the people of the state, including those waters <br />impound~d in projects constructed pursuant to programs <br />of the federal government; and <br /> <br />21 <br />
