The State-Regional Future of Activity 2, Phase II involves: (1)
the general definition of desires and objectives mainly as defined by
the States, (2) the development of State-Regional Future water require-
ments, (3) the public reaction to the State-Regional Future, and (4)
modifications in the State-Regional Future resulting from the public
reac tion.

This Technical Memorandum prepared for Ac tivi ty 2, Phase II for
the Arkansas-White-Red Region consists of one volume, which contains
the State-Regional Futures and Problem Lists, and appendix material
submitted by the States in the AWR Region which consists primarily
of Figures 1 through 5, assumptions and methodologies and procedures
for organizing problem lists.

Development of a list of severe or important water problems in-
volves the review of those problems identified in Activity 1, and the
reorganizing of resulting problems in two groups, one group (A) which
will be analyzed in Activities 3 and 4 (Implications Analysis and Recom-
mendations and Conclusions), and the other in Group (B) which may be
analyzed only in Activity 4 (Conclusions and Recommendations).

The State-Regional Futures are important in that key water problems
are identified largely by the States. ASAts within the eight States
of the Arkansas-White-Red Region are summarized in the following:

Colorado - ASA 1102, 1103
Kansas - ASA 1103, 1104
Louisiana - ASA 1107
Missouri - ASA 1101, 1104
New Mexico - ASA 1105
Oklahoma - ASA 1103, 1104, 1105, 1106, 1107
Texas ASA 1105, 1106, 1107

This technical memorandum has been prepared by an Ad Hoc Committee
on the 1975 National Water Assessment of the Arkansas-White-Red Basins
Interagency Committee working through the Regional Study Director, Paul
Willmore, provided by the Water Resources Council with approval of AWRBIAC.
Members of the Ad Hoc Committee are listed in the first tabulation. Mem-
bers have also served on ASA Work Groups as shown in the second tabulation.
