INTRODUCTION <br /> <br /> <br />The 1975 Assessment of water and land resources is for the purpose <br />of identifying and:' describing the Nation's severe water problems and <br />indicating the urgency of their resolution from a national and State- <br />Regional viewpoint. The Assessment is conducted by the U. S. Water Re~ <br />sourCes Council in cooperation with Federal and State representatives <br />within functions assigned to it by the Congress under provisions of the <br />Water Resources Planning Act of 1965 (Public Law 89-90). <br /> <br />During February 1974 the Water Resources Council initiated the 1975 <br />Assessment of Water and Land Resources throughout the United States. The <br />Assessment has three main parts or analyses. First, is the nationwide <br />analysis performed by Federal agencies to develop a nationally consistent <br />set of volumetric and non~volumetric data covering the entire United States <br />and broken down in detail for 106 ASA's in 21 Assessment Regions, includ- <br />ing narrative and numerical information; second, is the Specific Problem <br />Analysis performed by Regional Sponsors with assistance of State represent- <br />atives, and regional representatives of Federal agencies in each of the <br />21 regions for the purpose of articulating the State-Regional viewpoint <br />concerning water-related problems and for providing information for use <br />in the National Assessment report; and third, for performing a national <br />priorities analysis for articulating priorities for resolving identified <br />water problems and documenting same from a national viewpoint, including <br />summaries of the State-Regional conclusions and recommendations documented <br />during the Specific Problem Analysis phase performed by the State-Regional <br />sponsors. <br /> <br />The Specific Problem Analysis portion of the Assessment includes <br />four separate documents as now scheduled. The first document, identified <br />as Technical Memorandum No.1, includes listing of problems throughout <br />the AWR Region summarized by States and ASA's. This has been completed. <br /> <br />The second document as herein displayed is identified as a Technical <br />Memorandum on Activity 2, Phase II covering State-Regional Futures and <br />Problem Lists. . <br /> <br />The third document, identified as Activity 3, Phase II will be <br />documented in a Technical ~emorandum covering the analysis of problems <br />identified by the Re!!;ional Sponsors for each of the 21 Regions, includ- <br />ing determination of the probable adverse andlor beneficial effects if <br />severe water and related land problems are not solved from the State- <br />Regional Futureviewpo.int JOJ:two t!.me_.pe1"iC:><!~L 1975.=12!l5, and 1985- <br />2000. <br /> <br />The fourth and final document will be the formal report by the <br />Regional Sponsors covering each region which will summarize the State- <br />Regional Futures as seen by the Regional Sponsors including a general <br />summary both narrative and statistical relating thereto, as well as <br />formal conclusions and recommendations which will be incorporated in <br />the National Assessment report. This is scheduled to be in draft <br />form in October 1976 and in final form in December 1976. <br /> <br />1 <br />
