<br />,..J ...~_.- <br /> <br />;1hereas, the major portion of the unused and unap!lropriated water <br /> <br />resource of Colorado for future development is in that portion of the state <br />which lies ,vithin the natural Colorado lliver ~asin, and the allocation of <br />the water of the Colorado ,aver which may be consumptively used in the <br />State has been fixed by the Upper Colorado :li ver Basin Compact which be- <br />came effective on April 6, 1949; and <br />,fuereas, the economic welfarc of the State, the advancement of its <br />agricultural and industrial development, the availability of water for <br />domestic and municipal rurposes, and the preservation of fish and wild- <br />life and recreational values, require reasonably expeditious action in <br />the progressive formulation of a state-wide water development progran in <br />relation to, and concurro~i~'with, the carrying out of plans and proposals <br />for the utilization, on a comprehensive basis, of the water allocated to <br />the Upper Basin by the Colorado laver Compact of 1922 (J(eport of Jureau <br />of Reclamation on ColoradO Hiver Storage Project and rarticipating Pro- <br />jects); and <br />.ihereas, existinG exportations of "a.ter froC! the natural basin of <br /> <br /> <br />the Colorado ;liver, in Colorado, to other ri~~r oasins which partially <br /> <br /> <br />lie:' within the State, and proposals for further exportations raise in- <br /> <br /> <br />portant questions relating to thc protection of present and potential <br /> <br /> <br />utilization of water within the natural b~sin in Colorado and the correl- <br /> <br /> <br />ation of the program of the Colorado ,liver Storage Project and Participating <br /> <br /> <br />Projects VQth federally financed projects for such exportation of water and <br /> <br /> <br />policies in connection therec'Qth; and it is desirable to prevent intra- <br /> <br /> <br />state controversies which ;'{Quld delay and possibly prevent the utilization <br /> <br /> <br />by Colorado of its share of Colorado River water; and <br />
