That there should be made available to all of tho members of the Colorado <br />TInter Conservation Board the minutes, past and future, of tho Steorin~ Conunittee. <br /> <br />2. That the Director be asked to roquost the Steering Committeo to approve n <br />prooedure for reporting on proposod transmountain diversion projects in Colorndo <br />in conformity with the following. <br /> <br />The Bureau of Reclamation make available to the Colorado Water Con- <br />servation Board for its study and for study by affccted interests report- <br />appendices and the summnries and conclusions based thereon as they are <br />completed by that a6ency; and that no authorization recommendations by <br />the Secretory of the Interior for submission to affected stntes. under <br />Section I of tho 1944 Flood Control Act. be medo until efter the Colo- <br />rode Water Conservation Bo~rd has had an opportunity to review such <br />appendices end report-summaries nad conclusions and consult with. and <br />obtain the conments of, nIl effected interests in the state with 0 view <br />to effectuating nn agreement be~"een such interests on final projoct <br />plans. <br /> <br />It is recognized that the Steering Committee ond tho Buroau of Reclamntion <br />must approve such procedurc; and. in tho formulation of this procedure, it is <br />kept in mind that roports of the Burcau of Reclamation submitted for project <br />authorization oonsist of threo partsl <br /> <br />(a) Appendices which furnish basic ~ntn on such matters as wator supply, <br />uses and benefits, economic justificr.tion, Innds to be irrigated and <br />classification thereof, proposed operntion plans. and ~.rious othor <br />pertinent materials. <br /> <br />(b) The report-summnry which nnalysos the bnsic data nnd reaches con- <br />clusions thcreon. <br /> <br />(c) Tho Diroctor's letter used by the Commissioner of tl-c Bureau of Recln- <br />mntion and the SecrotQry of Interior as n basis for tho finding of <br />economic and engineering feasibility and for projcct authorization. <br /> <br />It is proposed under tho procedure heroin outlinod that thc Diroctor's <br />latter would not be finally formul~ted for censideration by the Commissioner nnd <br />thc Secretary nnd tnc project r~port would not be submitted to Colorado and all <br />affected states for offici~l co~}onts, under Section I of the 1944 Flood Control <br />Act. until after the informal revicw. comments, and reconunerrlations of. o.nd <br />intorim consultations "nth, ~ffcctcd interests in the St~te ~nd the Colorado Water <br />Conservntion Board he.d been c~rried out in tho manner hereinabovo mentionod. <br /> <br />-4- <br />
