..".~ This whole situation wns considered at a meeting of the Colorado Water Con- serv~tion Board on ~pril 22. 23 and 24. 1948 , rund the Board adopted two resolu- tions relating to it, namely: 1. That there should be made available to all of tho members of the Colorado TInter Conservation Board the minutes, past and future, of tho Steorin~ Conunittee. 2. That the Director be asked to roquost the Steering Committeo to approve n prooedure for reporting on proposod transmountain diversion projects in Colorndo in conformity with the following. The Bureau of Reclamation make available to the Colorado Water Con- servation Board for its study and for study by affccted interests report- appendices and the summnries and conclusions based thereon as they are completed by that a6ency; and that no authorization recommendations by the Secretory of the Interior for submission to affected stntes. under Section I of tho 1944 Flood Control Act. be medo until efter the Colo- rode Water Conservation Bo~rd has had an opportunity to review such appendices end report-summaries nad conclusions and consult with. and obtain the conments of, nIl effected interests in the state with 0 view to effectuating nn agreement be~"een such interests on final projoct plans. It is recognized that the Steering Committee ond tho Buroau of Reclamntion must approve such procedurc; and. in tho formulation of this procedure, it is kept in mind that roports of the Burcau of Reclamation submitted for project authorization oonsist of threo partsl (a) Appendices which furnish basic ~ntn on such matters as wator supply, uses and benefits, economic justificr.tion, Innds to be irrigated and classification thereof, proposed operntion plans. and ~.rious othor pertinent materials. (b) The report-summnry which nnalysos the bnsic data nnd reaches con- clusions thcreon. (c) Tho Diroctor's letter used by the Commissioner of tl-c Bureau of Recln- mntion and the SecrotQry of Interior as n basis for tho finding of economic and engineering feasibility and for projcct authorization.
