policy heretofore foilov~d in Color~do. This policy relates to tho 'conditions
undcr which the expertation of \~ter from the Colorado River Basin for usa in
other sections of Coloro.do may be u.lldertaken. In 1935 it was agreed that in tho
exportation of water from the Colorado River Basin for use in other parts of ~he
State. the present and prospective u~es within the naturai basin would be pro. .
tooted. This policy has boen adopted ~nd approved by the Colorado Water Conser-
vation Board. In 1943 it was written into law by an amendment to tho Colorado
Conservancy District Act. Imd such polioy has boen approved ~nd acoepted by the
Bureau of Reolrun..'ltion. The mere statement of the policy. ho-.'iGvc,r. ,,-coomplishos
nothing without physical plans and project authoriz"-tion provisoons for each in-
dividual transmountain diversion projoct. This entails projeot ~nd basin-wido
imrestigntions for the utilization in Culorado of ColoradO River ':;ator; integra-
tion of plans for Water use within cnd without the natural b~sin of the Colorado
Rivor; and agreement between the two sections of the State on individual project
pl~ns for exportation of water from the natur,,-l basin. Such agreements. it is
belioved. CQn be reached. but requiro study and consideration of oach individual
transmountain diversion pl~n in connection with plans for water utilization in
Western Colorado. In broad principle, it means tbnt, in order to attain ~t as
early a date as possibl'c. the ma:dmum "else of Colorado's sharc of Color~do River
vmter and to oxpedite project development. adjustments and settlements should be
mado and internal cantroversies avoided.

6. The Burco.u of Rcel~~~tion. in its organizational setup. has included
portions of Colorado in three regions, each undor a regional director. That part
of the State within the natural basin of the Colorado Rivcr is in Rogion 4;
Eastern Colorado. to whieh it is proposed to expert w~tGr from Colorado River
Basin. is in Region 7; and the Uppor Rio Gr~nde Basin in Colorado is in Region 5.
It is the function of Region 4 to produco plans for the maximum utilization of
Colorado River w~tor within the nntural b~si~; and it is the function of Region 7
to devise project pl~ns for the exportation of water from tho CGlorado River Basin
to Eastern Colorado. Obviously. there must bo an integration of the investiga-
tions and vro.tcr development plc.ns for thes," two regions; and suoh plans must be
formulated so as to conform with the overall Colorado water conservatien and de-
velopment program. Recognizing this situatien. whnt is known rlS the Steering
Committee wo.s crer..ted about n yer.r ago. This committee censists of thc Director
of the Colorado Wator Conserv~tion Board who is Chairmnn. the Director of Region 4.
tho Director of Region 7. and the head of the Branch of Hydrology. Bureau of
Reclamation. Tho committeo has be on very activo in carrying out its functions of
integrating the activities of tho two regions in conformity with an ovorall wnter
development progra~ for the entiro State. Thc committoo activities involve con-
sidoration ef plans for tho Glmnison-hrkansas and Blue-South Platto Transmountain
Projects in rcl~tion to ir.~estig~ti~r.s and proposed developments in Western
Colorado.

-3-
