This entails projeot ~nd basin-wido <br />imrestigntions for the utilization in Culorado of ColoradO River ':;ator; integra- <br />tion of plans for Water use within cnd without the natural b~sin of the Colorado <br />Rivor; and agreement between the two sections of the State on individual project <br />pl~ns for exportation of water from the natur,,-l basin. Such agreements. it is <br />belioved. CQn be reached. but requiro study and consideration of oach individual <br />transmountain diversion pl~n in connection with plans for water utilization in <br />Western Colorado. In broad principle, it means tbnt, in order to attain ~t as <br />early a date as possibl'c. the ma:dmum "else of Colorado's sharc of Color~do River <br />vmter and to oxpedite project development. adjustments and settlements should be <br />mado and internal cantroversies avoided. <br /> <br />6. The Burco.u of Rcel~~~tion. in its organizational setup. has included <br />portions of Colorado in three regions, each undor a regional director. That part <br />of the State within the natural basin of the Colorado Rivcr is in Rogion 4; <br />Eastern Colorado. to whieh it is proposed to expert w~tGr from Colorado River <br />Basin. is in Region 7; and the Uppor Rio Gr~nde Basin in Colorado is in Region 5. <br />It is the function of Region 4 to produco plans for the maximum utilization of <br />Colorado River w~tor within the nntural b~si~; and it is the function of Region 7 <br />to devise project pl~ns for the exportation of water from tho CGlorado River Basin <br />to Eastern Colorado. Obviously. there must bo an integration of the investiga- <br />tions and vro.tcr development plc.ns for thes," two regions; and suoh plans must be <br />formulated so as to conform with the overall Colorado water conservatien and de- <br />velopment program. Recognizing this situatien. whnt is known rlS the Steering <br />Committee wo.s crer..ted about n yer.r ago. This committee censists of thc Director <br />of the Colorado Wator Conserv~tion Board who is Chairmnn. the Director of Region 4. <br />tho Director of Region 7. and the head of the Branch of Hydrology. Bureau of <br />Reclamation. Tho committeo has be on very activo in carrying out its functions of <br />integrating the activities of tho two regions in conformity with an ovorall wnter <br />development progra~ for the entiro State.
