<br />wildlife Service; Western Area Power Administration; Havasupai, <br />Hopi, Hualapai, and the San Juan Southern Piute Tribes; Pueblo of <br />Zuni; Southern Utah Paiute Consortium consisting of the Kaibab <br />Band of the Southern Paiutes; Paiute Indian Tribe of Utah; <br />Shivwits Band of the Southern Paiute Nation; and the Navajo <br />Nation. <br /> <br />Meanwhile, current operations of the dam designed to reduce <br />adverse impacts on the downstream resources will continue. On <br />November 1, 1991, Reclamation implemented Interim Operating <br />Criteria at the Glen Canyon Dam until completion of the EIS and <br />the Record of Decision is in effect. Those criteria Were <br />developed jointly by the cooperating agencies with input from the <br />various scientific researchers working in the Grand Canyon under <br />the Glen Canyon Environmental Studies program. They were also <br />reviewed in an Environmental Analysis under the terms of the <br />National Environmental Policy Act, the same act that regulates <br />the development of the EIS. <br /> <br />III <br />
