Reclamation, through the new Flagstaff organization, will
continue to accomplish the interim monitoring programs and
provide a transition to the long-term monitoring and research
program. Once the Research Center is functional, that long-term
effort will be managed by the National Biological Survey (NBS)
and/or the U.S. Geological Survey (USGS). Reclamation will have
capability to provide assistance to the center through contract
or interagency agreement. Reclamation will begin immediately to
initiate discussions with NBS and USGS on the mechanics and
timing of the formation of the Research Center.

Beard added, "Reclamation has invested a great deal of time,
effort and funding in the development and accomplishment of the
GCES program. This effort has been a watershed process for
Reclamation and many would agree that through this effort
Reclamation has taken a major step toward becoming a premier
water resource management agency. Breaking this new ground has
been in large part due to the diligence and creative energy shown
by the dedicated staff of the Glen Canyon Environmental Studies."

III
