<br />Reclamation, through the new Flagstaff organization, will <br />continue to accomplish the interim monitoring programs and <br />provide a transition to the long-term monitoring and research <br />program. Once the Research Center is functional, that long-term <br />effort will be managed by the National Biological Survey (NBS) <br />and/or the U.S. Geological Survey (USGS). Reclamation will have <br />capability to provide assistance to the center through contract <br />or interagency agreement. Reclamation will begin immediately to <br />initiate discussions with NBS and USGS on the mechanics and <br />timing of the formation of the Research Center. <br /> <br />Beard added, "Reclamation has invested a great deal of time, <br />effort and funding in the development and accomplishment of the <br />GCES program. This effort has been a watershed process for <br />Reclamation and many would agree that through this effort <br />Reclamation has taken a major step toward becoming a premier <br />water resource management agency. Breaking this new ground has <br />been in large part due to the diligence and creative energy shown <br />by the dedicated staff of the Glen Canyon Environmental Studies." <br /> <br />III <br />
