Bob Graham, D-Fla., chairman of the Senate Clean <br />Water Subcommittee of the Senate Environment Committee, has laid out for <br />Senate passage of a new Clean Water bill this year: The new version of <br />the bill introduced this week to be marked up by Subcommittee by about <br />Feb. 15. The Senate Environment Committee to approve it by the end of <br />February. It is to be ready to go to the Senate for act ion by June. <br />His panel's 1993 hearings on Clean Water have just been published. <br />NEW NRC RANGELAND REPORT: A report on rangeland health detailing <br />new methods to classify, inventory and monitor rangelands has been put <br />out by the Committee on Rangeland Classification of the Board of Agri- <br />culture of the National Research Council. Committee Chairman F. E. <br />"Fee" Busby of Morrilton, Ark., said before decisions are made on how to <br />use rangeland, an assessment of the land's health is vital. "Right now, <br />we're making many of those decisions without really having a handle on <br />the health of the land. If we knew that the integrity of the soil and <br />ecological processes were being sustained, then we could make better <br />decisions about how, when, and how much of the land should be used," <br />Busby said in the preface. Copies of the 1994 NRC report on "Rangeland <br />Health" can be obtained for $30 including shipping charges by calling <br />NRC at 202-334-3313. <br />HALL AND PITTS BECOME PARTNERS IN LOVELAND ENGINEERING FIRM: The <br />pitts engineering firm in Loveland, Colo., has become Hall, pitts & <br />Associates, Consulting Engineers. Joe Hall became a partner in the firm <br />late last year after he retired July 1 as Deputy Commissioner in charge <br />of the Denver office of the Bureau of Reclamation. The firm is located <br />at 535 North Garfield Avenue, Loveland, CO., 80537; (303) 667-8690. <br />NEW REC REFORM REGS AND EIS: The Bureau of Reclamation announced on <br />Jan. 10 it plans to propose and put into effect new rules and regula- <br />tions to implement the 1982 Reclamation Reform Act (RRA; P.L. 97-293). <br />It will prepare an environmental impact statement (EIS) on RRA that will <br />address such subjects as water conservation, environmental restoration <br />and tiered pricing. Scoping meetings have been goin~ on in the West <br />since the middle of January to determine the extent of the EIS. "The <br />Bureau will address a lot more issues than acreage limitations" in <br />implementing RRA, a Capitol Hill staffer told WRW this past week. <br />WAIT FOR GRAZING HEARING: No action will be taken by the Clinton <br />Administration on its new grazing proposals until after the Senate <br />Energy and Natural Resources Committee has had a chance to held hearings <br />on them "in late spring or early summer," President Clinton wrote Sen. <br />Pete Domenici, R-N.M., on Jan. 5. Domemici released the letter on Jan. <br />12 claiming the Administration had made "a major and very wise policy <br />reversal" in waiting for Congressional hearings prior to releasing the <br />new regulations because Interior Secretary Babbitt earlier had planned <br />to put out the regulations in the spring of 1994. There is no indication <br />Congress will act on this highly emotional issue this election year <br />after the Administration and Congress deadlocked over it last year. <br />FIRST YEAR OF DOl UNDER CLINTON: Interior Secretary Bruce Babbitt <br />and staff have put out a 22-page report on the accomplishments of the <br />Clinton Administration at the Interior Department during 1993. Undoubt- <br />edly the most important historically will be the emphasis that Babbitt <br />has put on considering endangered species and other programs by eco- <br />system and his efforts at land reform. -HCM-WRW-30- <br />
