ARTICLE VIII - PLANS AND REPORTS

Section 1. Basin Plan

a. The plans for basin development, based on substantive material
of the AWRBIAC Report, shall be maintained insofar as possible in har-
mony with evolving circumstances.

Section 2. Reports

a. Periodic reports of activities shall be prepared as deemed
necessary by the Committee and not less than one per year. State and
agency contributions, if any, to the report shall be prepared in accord-
ance with specifications of the Administrative Committee based on the
purposes and type of report to be prepared.

b. .Each such periodic report will be published and circulated as
appropriate:

ARTICLE IX - REVIEWS OF LAW AND POLICY

Section 1. Scope of Reviews

a. The AWRBIAC shall, whenever proper, and normally after ad hoc
committee consideration, assemble and present information on Federal
and State laws and policies having a bearing on basin development and
inter-agency problems.

b. The consideration of State laws and the appointment of ad hoc
committees for this purpose shall be initiated only upon the request of
the representative of the affected State.

ARTICLE X - BASIC DATA COLLECTION

Section 1. Basic Data and Research

a. As the need for new research, intensification of research, or
the collection of basic data on regional problems becomes apparent,
AWRBIAC should make recommendations to member agencies and so advise
WRC through Committee action.

ARTICLE XI - CHANGES AND AMENDMENTS

Section 1. Changes and amendments to these Articles shall be made as
needed to adapt procedure to the tasks of the Committee, and shall be
submitted in writing to all representatives 30 days in advance of the
meeting, at which adoption shall be determined by majority vote of the
entire membership of AWRBIAC.
