H == High <br />FGIMG = ForegroundlMiddle-ground <br /> <br />The river conidor is within a Class II visual resource management area: <br />. The objecti ve of this class is to retain the existing character of the landscape. <br />. Changes in any of the basic visual elements of line, form, color and texture caused by <br />management activity should repeat the natural features of the landscape. <br />. A contrast may be seen but should not attract attention. <br /> <br />The visual resource is an important component of the river recreation experience. Adverse <br />impacts to the visual resource could reduce the quality of the recreation experience. Any facility <br />development proposals would be reviewed for impacts to the visual resource during the project <br />environmental assessment. <br /> <br />Environmental Consequences of Proposed Action: <br />Management Prescription #1 (Boundary Adjustment): The boundary expansion would have no <br />effect on the visual resource since no physical changes in any resource would occur. <br /> <br />Management Prescription #2 (Identifying Land Use Priorities): The proposed changes to the land <br />use priorities would have minimal affect on the visual resource since no physical changes in <br />resources would occur. Any future resource management activity or development would be <br />reviewed for its impacts on the visual .resource and adequate mitigation would be developed to <br />maintain or protect the visual resource. <br /> <br />Management Prescription #3 (NSO for Oil and Gas Leasing): The enlargement of the NSO area <br />would limit any future oil and gas development in the proposed SRMA. Any areas visible from <br />the river conidor that are included in the NSO area would be protected from any future <br />developments that may detract from the current visual quality. Development could still occur on <br />areas of private land with private minerals since they are unaffected by the NSO stipulations, and <br />these developments could negatively affect the visual quality. <br /> <br />Management Prescription #4 (LandlMineral Withdrawal): The withdrawal of the area from <br />mineral entry would protect the visual resource from negative effects of mining activity for a <br />period of 50 years. <br /> <br />CONSULTATION AND COORDINATION <br /> <br />PERSONS/AGENCIES CONSULTED: The Notice of Intent for the proposed withdrawal and <br />resource management plan amendmentlEA was published in the Federal Register and local <br />newspapers in August, 1999. Very minimal comment was received. The comments were <br />considered during preparation of this environmental analysis. Additional opponunities will be <br />provided for public input with publication of the Notice of A vailability and through the <br />Governor's Consistency Review. Any additional comments received will be considered.during <br /> <br />29 <br />
