f

4. Rising reservoir levels in sprinq, declininq in the fall

Changes in reservoir levels are thought to impact fishery
characteristics such as spawning and recruitment of both native
and sport fish. This may be related to nutrient, temperature,
and inundation depth of riparian areas.

Reauired Model Outputs
Monthly reservoir levels
Monthly river and reservoir temperatures, water quality
parameters

5. Minimizing water supply shortaqes, meetinqlmaximizing water
supply contracts

The primary purpose of the existing reservoir system is to
provide water for maintenance of the human environment. -Impacts
to both irrigation and urban uses can be large, economically and
socially. Shortages to water supply contracts should be
minimized, particularly for M&I uses. Flexibility in meetinq
consumptive use demands should be enhanced through banking,
transfers, exchanges, and coordination with other water supplies.

Reauired Model Outputs
Deliveries to users
Reservoir elevations, releases, inflows to Powell and
tributaries
Expected depletion schedules
Duration of shortages
Economic value of various uses
Alternate sources of supply (banking, other river basins,
agricultural conversion, groundwater, conservation)

6. Maximize hydropower production and value

Since hydropower production is one of the few renewable, non-
polluting energy resources, it should be put to the qreatest use.
Aspects of this topic include protecting load following
(peaking), generating capacity, and minimum power head while
minimizing powerplant bypasses.

Reauired Model Outputs
Alternate sources of power
Reservoir releases, elevations, inflows, deliveries
Hydropower demands
Duration of shortages
Generation efficiencies (esp. minimum power head)
