<br />\ <br /> <br />~ <br /> <br />The Technical Steering Team for PRSYM is inviting all interested Colorado <br />River Basin users to participate in the development of the CRSS replacement <br />model. Written comments are requested to be submitted by March 4, 1994, <br />to Jayne Harkins, Bureau of Reclamation, P,O, Box 61470, Boulder City NV <br />89006-1470. The schedule is rushed because the team wants PRSYM <br />operational in June 1995, <br /> <br />A user involvement group will be formed to create and test scenarios for use <br />during the iterative design and implementation of PRSYM. The involvement <br />group will also suggest training approaches, The Technical Steering Team is <br />seeking representatives from the agencies and interest groups involved in <br />Colorado River operations to participate. Jayne Harkins is the contact <br />person for this effort, <br /> <br />Reclamation's funding for the project this year is $650,000; TVA's is <br />$600,000, Reclamation joined 2 years into the effort, so Terry did not have <br />information on funding in previous years, <br /> <br />The cost of the software user's license has not been determined, however <br />such fees will be designed to finance only maintenance and support and not <br />to recover development costs. <br /> <br />All agencies and interest groups other than Reclamation and WAPA will be <br />required to purchase a software license to use the product. The license will <br />include the appropriate data in ASCII form, so it will be portable to any <br />system. Users will have the option to access the whole river database on a <br />Reclamation platform, so that local maintenance of an extensive database <br />will not be required. <br /> <br />The current CRSS will no longer be available after the Cyber shuts down in <br />October 1995. <br /> <br />IV. Reclamation Proposed Surplus Guidelines (John Redlinger, Reclamation, LC <br />Region) <br /> <br />The studies supporting the current guidelines were undertaken after several <br />previous studies proposed policies which were dependent on reservoir <br />starting conditions and depletion schedules. If hydrology changed or <br />depletion forecasts were revised, it would be necessary to repeat the <br />studies, <br /> <br />Reclamation's guidelines for surplus were provided to Work Group members <br />early this year in the DRAFT 12/23/93 Reclamation Proposed Surplus <br />Guidelines (Surplus Guidelines), The proposed surplus guidelines <br />methodology does not depend on a non-variant hydrology or depletion <br />schedules, but rather is based on legal and technical considerations, <br /> <br />2 <br />
