The
UVWUA would install pipe with hired labor and their own equipment or
equipment purchased by Reclamation. Reclamation staff would be
responsible for developing detailed designs of the improvements and
overseeing construction.

Each lateral would originate from a gated and screened turnout at the bank
of the canal, except for the Cedar Creek Lateral and the AMH Sublateral
(South Canal system) both of which originate directly from Cedar Creek.
The turnouts would include a concrete transition at the outlet of the turnout
pipe; a stilling pool, and a measuring device. From that point, the piped
gravity system would follow existing alignments and possibly some new
alignments.

Each piped canal segment would originate from a measuring device and a
screened concrete transition inlet structure at the end of the unlined portion
of the canal.

The buried pipe would be placed in excavated trenches with a minimum of
3 feet of cover. The finished ground surface would be graded to drain to
natural water courses and would be revegetated with native grasses. If
disrupted, existing fences and road crossings would be replaced. Where an
existing lateral or canal alignment is abandoned, the prism would either be
backfilled or remain open depending on the need for disposal of tailwater
and the control of surface runoff. If construction activities or realignments
damage crops, damages would be paid to the landowner. All such arrange-
ments would be developed by the UVWUA and Reclamation in consultation
with the affected landowners.

Under the preliminary designs displayed in this report, velocities in the
pipes would range from 4 to 12 feet per second, and a minimum of 4 feet of
head would be provided at farm turnouts to allow for the on-farm use of
gated pipe. Turnouts from the pipelines would be provided for all existing
delivery points at present flow capacity unless changes are identified which
are beneficial to the landowner, the UVWUA, and the cost effectiveness of
the project. The location of a delivery point would not be changed to
increase the amount of irrigated acreage.

Turnouts from the piped laterals and canals would include division boxes (if
needed), stilling pools, measuring devices, and concrete transitions at the
outlet of the turnout pipes for on-farm facilities. Lawn and garden turnouts
would be provided if the landowner is a UVWUA shareholder or has a
delivery contract with the UVWUA. Concrete structures generally would be
manufactured by the UVWUA.

The relative economics of concrete verses PVC pipe would dictate the final
selection of the type of pipe. Preliminary studies indicate that pipelines of
30 inches or less in diameter would be placed in PVC pipe, and the
remaining larger sizes would be concrete pipe. The pipelines would be

11
