The significance of those costs cannot be defined prior to the development of detailed designs and coordination with individual landowners. For purposes of this report, no net change in O&M costs has been assumed with the exception of management costs for the habitat replacement program. , A contract between the lNWUA and Reclamation has been developed which defines the responsibilities for operation, maintenance, and replacement (OM&R) of the facilities to be constructed under this program. The contract was executed in January 1993. The lNWUA has waived its right to reimbursement of O&M costs in the contract. Cost Allocation and Repayment Analysis The cost allocation and repayment plan for the East Side Laterals program is shown in table S-2 and is based on Public Law 98-569, which authorized construction of the LGBU.
