The significance of those costs cannot be defined prior to the
development of detailed designs and coordination with individual
landowners. For purposes of this report, no net change in O&M costs has
been assumed with the exception of management costs for the habitat
replacement program.

, A contract between the lNWUA and Reclamation has been developed which
defines the responsibilities for operation, maintenance, and replacement
(OM&R) of the facilities to be constructed under this program. The contract
was executed in January 1993. The lNWUA has waived its right to
reimbursement of O&M costs in the contract.

Cost Allocation and Repayment Analysis

The cost allocation and repayment plan for the East Side Laterals program
is shown in table S-2 and is based on Public Law 98-569, which authorized
construction of the LGBU.

Table S-2.-Cost allocation and repayment

Item

Amount

Capital costs to be allocated
Projected expenditures
Interest during construction
Total

Costs to be allocated
Nonreimbursable (70 percent)
Reimbursable (30 percent)
Repayment of reimbursable costs
Lower Colorado River Basin Development Fund (85 percent)'
Upper Colorado River Basin Fund (t5 percent)
Annual repayment at 6.0 percent over 50 years

Increase in OM&R costs (Habitat Replacement Program)
Nonreimbu rsable (70 percent)'
Reimbursable (30 percent)
Repayment of reimbursable OM&R costs
Lower Colorado River Basin Development Fund (85 percent)
Upper Colorado River Basin Fund (15 percent)

$53,155,000
23,000
$53,178,000

53,178,000
37,225,000
15,953,000

13,555,000
2,393,000
152,000

117,000
82,000
35,000

30,000
5,000

, Excludes any interest durin9 construction
, Amount to be appropriated each year from Congress.

S-7
