Potential habitat replacement areas would include <br />lands along the Gunnison River near the North Fork confluence between <br />Hotchkiss and the Escalante State Wildlife Area, and along the <br />Uncompahgre River between Colona and Delta. Land acquisition would <br />occur in the first year of project construction and would be limited to willing <br />sellers only. The first priority for acquisition would be along the Gunnison <br />River between the North Fork confluence area and the Escalante State <br />Wildlife Area. This area is important because it has the potential for <br />enhancing the habitat of endangered fish species in addition to replacing <br />project habitat losses. The second priority area would be along the <br />Uncompahgre River and the Gunnison River downstream from the <br />Escalante State Wildlife Area, In general, habitat replacement areas would <br />be at least 200 acres in size to facilitate management. Smaller parcels <br />would be considered where the areas adjoin other public lands. <br /> <br />Following acquisition, development and management plans would be <br />completed. Development of the properties should start in the second and <br />third years of the project and be completed within 5 years. The primary <br />goals of the development and management plans would be to develop the <br />lands to fully compensate for wetland and other types of habitats lost; to <br />increase production of native nongame wildlife, waterfowl, and upland <br />game; and to provide public use consistent with the primary purpose of <br />habitat replacement. Management of the areas would be funded through <br />the salinity program, and an operation and maintenance (O&M) contract <br />would be executed with a non-Federal management entity spelling out <br />responsibilities and goals. <br /> <br />l'\\ 'Il Costs for the acquisition and development oflands for the habitat <br />, ' \ <5 ~ ~ replacement plan and for the cottonwood tree replacement program are <br />ij.. \ ~~.estimated at $4,646,000. Annual management costs would be about <br />J / vf05 $117,000. <br /> <br />(fI <br /> <br />Operation, Maintenance, and Replacement <br /> <br />The installation of pipe laterals/canals on the east side of the Uncompahgre <br />River would change the level of O&M for the Uncompahgre Project. <br />Approximately 195 miles or 46 percent of the project's laterals and 7 miles <br />of small canal would be improved. Expenditures would be lower for <br />personnel, structure repair, equipment and fuel, weed spraying and <br />removal, bank repairs, and silt removal. Savings from these reduced <br />requirements have been estimated at approximately $180,000 annually. <br /> <br />S-6 <br />
