(5) Releases from Lake Powell pursuant to these criteria shall not <br />prejudice the position of either thc upper or lower basin interests with re- <br />spect to required deliveries at Lee Ferry pursuant to the Colorado River <br />Compact. <br /> <br />III. OPf:!{ATION OF LAKE MEAD <br /> <br />(1) \Nilter released from Lake Powell, plus the tributary inflows between <br />Lake Po'....edl ancl L11ke Mead, shall be regulated in Lake Mead and either <br />pumped from Lake Mead or released to the Colorado River to meet require- <br />ments as follows: <br /> <br />(a) Mexican Treaty obligations; <br /> <br />(b) Reason<:lble consumptive use requirements of mainstre<:lm users in <br /> <br />the lower basin; <br /> <br />.(c) Net river losses; <br /> <br />(d) Net reservoir losses; <br /> <br />.(e) Regulatory wastes. <br /> <br />(2) Until such time as muinstream water is delivered by means of the <br />bcntrul Arizonu Project, the consumptive use requiremcnts of Article lII(l) (b) <br />qf th<::se Operuting Criteria will be met. <br /> <br />, . <br /> <br />(3) Arter commencement of delivery of mainstreurTI Vluter by me.Jns of <br />the Central Ar;zana Project, the consumptive use requirements of il/ticle <br />1l1(J) (il) of these Opc:ruting Criteria will be met to the following extent: <br /> <br />(u) J'!or!!li!!.
