The qULlntity of 602(a) Stolage shall <br />be determined by the Secret<1ry ilftcr consldera.tion of all applIcable lilWS <br />and relevunt fdetors, Including, but not limIted to, the following: <br /> <br />(a) HI storic stream flows; <br /> <br />(b) The most critical period of record; <br /> <br />(c) Probabilities of wLlter supply; <br /> <br />(d) F~stimuted future d8pletions in the upp8r hasin, including the <br />effects of recurrence of clltJcal periods of water supply; <br /> <br />(e) The "Report of the Committee on Probabilities and Test Studies <br />to the Task Force on Operating Criteria for the Colorado River," dated <br />October 30, 1969, and such additIonal studies as the Secretory deems <br />necessary; <br /> <br />(f) The necessity to ussure that upper bilsin consumptive uses not <br />be Impaired because of f,:lilure to store sufficient water to assure de- <br />liveries under section 602(il) Oland (2) of Public Law 90-537, <br /> <br />(2) If, in the plan of operation, either: <br /> <br />(a) The Upper Basin Storage Reservoirs ilCtivC storage forecust for <br />September 30 of the current year is less than the quar.lity of 602('1) <br />, Storagc determi ned by the Secretury under Article Ill!) hereof, for thut <br />date; or <br /> <br />Ib) The Lake Poweli active storage forecast for that date is less <br />than the Lake Mead active storage forecast for t!lat dute; <br /> <br />the objective shall be to maintain a minimum release of watcr from Lake <br />Powell of 8.23 million acre-feet for that year.
