Further, the Secretary working <br /> <br />through the Bureau of Reclamation has become involved in are-evaluation <br /> <br />of the flood control operation of Lake Meade and the need to develop criteria <br /> <br />for effectively utilizing excess or surplus water during high run-off periods, <br /> <br />while exploring ways to minimize channel maintenance problems in the lower <br /> <br />reaches of the Colorado River System. <br /> <br />In order to have the means at hand for dealing with these complex problems <br /> <br />while making the proper decision as to what water should be stored in the <br /> <br />Upper Basin or released to the Lower Basin, it is imperative that the <br /> <br />Secretary have available to him data and studies that "ill provide easv <br /> <br />access to the probable consequences of his decision that either the ('02(a) <br /> <br />storage requirements have been satisfied or have not been satisfi.ed, in anv <br /> <br />particular year. It is the development of this set of criteria and <br /> <br />procedures that we would like to have this work group address itself to. <br />
