I. A general discussion ofT&E issues was held. The Great Plains system as well as Adobe
Creek and Horse Creek Reservoirs have populations of Terns and Plovers. Duane Nelson of
the CDOW is watching these populations closely. Mitigation includes larger and taller
nesting islands and lower reservoir levels in March through June to provide nesting areas in
bare sandy soil. Impacts to the Greenback Trout in the areas of Canon City and upstream
should be reviewed. Any impacts to the IS mile reach in the Colorado River would need to
be considered for new water supplies. The biological opinion is due to be completed in late
1999 or early 2000.
2. A discussion of permitting issues of each alternative was held.
. Lake Meredith Enlargement- Terns, Mountain Plovers, Black Tail Prairie Dogs, and the
Swift fox issues should be reviewed, so far there are no issues regarding depletions for
T&E species. The Arkansas Shiner, Arkansas Darter that lives in springs, and the
Northern Red Belly Dose should be reviewed as aquatic species.
. Turquoise Enlargement- No T&E issues should be involved. The loss of wildlife habitat
and wetlands due to inundation is an issue.
. Pueblo Reservoir Issues- Impacts of the California Gulch Superfund and related mining
drainage should be considered. Contaminants have been traced all the way to Pueblo
Reservoir. Andrew Archuletta is the lead USFWS and Interior staff member on this
project that includes the USFWS, USEPA, and CDNR. Zinc is a water quality issue as
it was in the Two Forks permitting, Dave Little of Denver Water is a source of
information on this matter. Will Tulley of USBR and Mike Holmes of USEPA are
additional staff members that are involved.
. Pueblo Reservoir Reoperation- Change in nows and metal loading would be issues.
1
