The net loss of water over and above natural inflow between the water

measured at the Colorado State line stations and that measured downstream

at the Bluff, Utah, Station is accounted for by river channel losses and

consumptive use within the States of New Mexico and Utah.

The above figures include the return flow from the imported water from

the Dolores River in Colorado to the San Juan River in Colorado.

These figures clearly show that any firm Lee Ferry obligation placed

on the San Juan River, plus any new stream depletion in the basin by the

use of water in any of the four states, plus an allowance for river channel

losses which is indicated to be somewhere between 17,000 and 80,000 acre

feet per year, must be supplied from the waterEhed of the basin in Colorado,

In other words, any Lee Ferry obligation placed on the San Juan River and

any future consumptive use of water in any of the four states will be from

the watershed of Colorado.
