<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />The general investigations program is shown as appraisal level and feasibility I <br />level studies and reflects active or on-going and new starts and resumptions, <br />Active or on-going studies are in the FY 1976 administration budget, The resump- <br />tions studies reflect studies which are authorized and have been funded in the I <br />past, but deferred for various reasons, and the new starts for which funds have never <br />been appropriated. All fund requirements shown for FY 1977 and beyond indicate <br />capability to accomplish all scheduled an assessment of when studies should be <br />started or resumed based on needs and local support, The dollar values do not I <br />reflect budgetary requests, The tabulation is valid up to date of preparation <br />and has to be updated annually, <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />RECLAMATION, BUREAU OF <br /> <br />WATER AND LAND RESOURCE DEVELOPMENT PROGRAM IN THE MISSOURI RIVER BASIN <br /> <br />Program <br /> <br />The attached information reflects the Bureau of Reclamation pr09ram from <br />the pre-authorization study stage through feasibility investigations and con- <br />struction. Three program levels exist with each level dependent on successful <br />conclusion of the preceding level. The appraisal level study (pre-authoriza- <br />tion) is conducted to determine promising alternatives and need for more <br />detailed feasibility investigations. Administrative or congressionally-spon- <br />sored legislation is necessary to authorize a feasibility investigation, The <br />feasibility investigation develops a detailed multipurpose plan that includes <br />an evaluation of possible environmental impacts and the economic and financial <br />justification to the project, The feasibility studies lead to project authori- <br />zation for construction which allows pre-construction advance planning studies <br />(definite plan report) to start. Upon completion of the definite plan report <br />and receipt of funds, actual construction is initiated. <br /> <br />General Investigations <br /> <br />Construction <br /> <br />Authorization of projects for construction is followed by (pre-construction) <br />advance planning and preparation of a definite plan report, Upon completion <br />of the definite plan report appropriations of construction funds are requested <br />annually in accordance with the established schedule of construction, For <br />those projects underway, fund requirements for FY 1977 and beyond reflect the <br />Bureau of Reclamation's capability to perform the work in an efficient and <br />timely manner, These are not budget requests, For new starts, project and <br />fund requirements reflect projections of when the advance planning (pre-construc- <br />tion) studies will be successfully completed. <br /> <br />-24- <br />
