The SEP is an initial organization of social and economic data <br />which can be most efficiently handled on this sub-state regional scale. <br /> <br />Planning Area Analysis <br /> <br />An analysis of data in the SEP plus all other relevant data, to establish <br />the significance of the public lands in the planning area to institutions and <br />users within and outside the area. The PAA is organized into several major <br />sections including: social-economic analysis and development of demand projec- <br />tions for public lands and resources within the planning area; analysis of <br />public land significance to the area and regional populations cultural values, social <br />well being, and expectations and positions of various public groups and sectors; <br />analysis of public land significance to a variety of infrastructures and the <br />significance of these infrastructures to the public lands in the planning area <br />and analysis of extent and significance of "critical environmental areas" as <br />defined by state or federal law. <br /> <br />Management Framework Plans <br /> <br />Development of objectives and recommendations for each resource activity, <br />taking into consideration all the data developed in the information documents <br />and policy guidance as exposed in guidance documents may be alternatives <br />within the activity; analysis of social, economic and environmental impact of <br />each activity's recommendations: identification and analysis of competing <br />recommendations and their impact on other resource values, preparation of <br />alternatives and multiple-use recommendations and explicit planning decision <br />on all material presented, The result is an approved plan to guide implemen- <br />tation or other actions on land use decisions and further planning and action <br />for each activity. <br /> <br />-21- <br />
