<br />-20- <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />LAND MANAGEMENT, BUREAU OF <br />BUREAU OF LAND MANAGEMENT PLANNING SYSTEM <br /> <br />The bureau has developed a system by which its resource management <br />programs and practices are developed to the point of application on the <br />public lands administered, Various phases are involved from initial <br />policy guidance to determinations of actions to be taken for each resource <br />activity. <br /> <br />Guidance <br /> <br />General and specific program objectives, principles and policies are <br />established to constrain overall program development. Planning assumptions <br />and general standards are provided and land use decision criteria are for- <br />mulated to resolve conflicts between activities on the same land areas. <br />The program outlook guide is a moving 5-year projection of budget outlook <br />and program items for priority attention, <br /> <br />Regional Analysis <br /> <br />Continuing or ad hoc special studies are done for individual industries, <br />supply situation, demands, trends in resource, etc. They would not be done <br />on any preconceived regional boundary, but the region used would be that most <br />helpful for the topic. <br /> <br />In many cases these are studies by a specific activity, designed for <br />that activity's needs, but also useful for multiple-use planning, such as <br />EMARS, timber allowable cut analyses, and utility corridor studies, In other <br />cases, these might be accomplished by other agencies, with or without BLM <br />participation, such as the Nationwide Recreation Plan, various river basin <br />studies, and the Northern Great Plains Program. There will be some need for <br />special analyses, accomplished specifically for use in preparing Management <br />Framework Plans. <br /> <br />Unit Resource Analysis <br /> <br />A comprehensive display of physical resource data and an analysis of <br />current use, production, condition and trend, potentials and opportunities <br />within a planning unit for seven resource classes: lands, minerals, recrea- <br />tion, wildlife, forestry, range and watershed. It also included a profile <br />of ecological values, <br /> <br />Soc i a l-Economi c Profil e <br /> <br />An identification and analysis of social, economic and intergovernmental <br />coordination issues, problems and trends, divided into three parts: social- <br />economic factors; infrastructure systems, bureau relationships with planning <br />and land use control groups, actions, study and interest groups and key <br />individuals. State and district staff develop and use a library of social <br />and economic data (including the bureau SED system) and studies done by <br />other organizations.
