'00065Q <br /> <br />Late in FY 1975, the application of Section 208 planning was extended <br />to cover areas which, although they are not urban-industrial, do present <br />difficult problems requiring an integrated approach, e.g., the Northern <br />Great Plains resource development. <br /> <br />It is anticipated that Section 208 planning, beginning possibly in <br />FY 1977, may be extended to cover those areas of each state not previously <br />designated. Therefore, a very approximate "field estimate," based upon <br />regional judgment only, is included in "new starts" for FY 77 and beyond. <br />This might be funded under Section 106 or, if there is very strong emphasis, <br />Congressional appropriation directly under Section 208 is a possibility. <br /> <br />Section 303(e) - Statewide Water Quality Planning <br /> <br />Section 303(e) has been the central management tool of the states in <br />administering their water quality programs. The continuing planning process <br />will provide direction to resource expenditures by establishing priorities <br />and schedules of action. It is basic to that planning carried out pursuant to <br />Section 201 (Step #1 construction) and Section 208 (areawide waste treatment <br />management), In addition, information generated in 303(e) will be used in <br />meeting several reporting and programmatic requirements of the act such as <br />water quality inventory, surveillance and costs. <br /> <br />Emphasis is on basin planning, each state has selected the basins (cover- <br />ing the entire state), and the process is underway. Several initial 303(e) <br />basin plans have been completed with the remainder expected to be complete <br />in FY 1976, Elements of each will 1) identify problems and their severity; <br />2) direct the application and mix of programs such as local planning, moni- <br />toring, permitting and construction grants; 3) set effluent limits for each <br />discharge and 4) provide the basis for the state program under Section 106, <br /> <br />-15- <br />
