<br />ENVIRONMENTAL PROTECTION AGENCY PLANNING PROGRAMS
<br />
<br />The basic authority for EPA's planning program for restoration, preser-
<br />vation, and enhancement of water and related land resources is embodied in
<br />P,L. 92-500, The Federal Water Pollution Control Act amendments of 1972,
<br />This act recognizes that the primary responsibilities and rights for planning
<br />rests with the states and to this end provides that an areawide waste treat-
<br />ment management planning process be developed and implemented to assure
<br />adequate control of sources of pollutants in each state, Several sections
<br />of the act are specifically concerned with this goal and policy, namely
<br />Sections 106, 208 and 303(e), EPA's role is to administer the act assuring
<br />a uniform approach by the states acting within a national framework of regu-
<br />lations and guidelines promulgated by EPA, This system, a continuing process,
<br />has been established in a cooperative sense with state officials insofar as
<br />administratively possible. Federal monies appropriated by the Congress for
<br />water planning are further allotted to the states in accordance with distri-
<br />bution provisions contained in the act,
<br />
<br />Section 106 - Grants for Pollution Control Proqrams
<br />
<br />This is the basic operating grant intended to be used by the designated
<br />state agency responsible for water pollution control including all its various
<br />aspects. By law, the EPA administrator issues regulations delineating func-
<br />tions to be performed by the state, Currently there are four principal areas
<br />of concentration and funds are to be devoted to each as follows:

<br />administration, including plans and speci-

<br />Section 208 - Areawide Waste Treatment Manaqement
<br />
<br />EPA has been concentrating its areawide management planning effort in
<br />urban-industrial areas where water pollution problems are complex, extensive
<br />in scope, and solutions must involve a comprehensive integration of planning
<br />effort, Activities involved in Section 208 include municipal and industrial
<br />wastewater, storm and combined sewers, non-point sources and land use as it
<br />relates to water quality, Plans are directed toward achieving the 1983 goals
<br />of the act and initially focus on an integrated approach for identifying and
<br />controlling the most serious problems and, over time, resolving the remaining
<br />ones where feasible.

<br />ment planning prior to construction pursuant to Section 201 are not included
<br />in this category.
