<br />are requtred for orderly growth and de-
<br />velopment of a community or are chiefly
<br />valuable for restdential. commercial,
<br />agricultural (exclusive of lands chiefly
<br />valuable tor raislng forage croPII) , Indus-
<br />trial or public uses or development.
<br />Such lands shaU be sold in tracts not
<br />exceeding 5,120 acres. to quallfied gov-
<br />ernmental agencies at appraised fair
<br />market value. or to qualified individuals
<br />throuah competitive bidding at not less
