<br />C\/ <br />"'"l <br />ln <br />"'"l <br /> <br />FOREWORD <br /> <br />Separate developments for each of the five areas in the comprehensive <br />plan were outlined in the Bureau of Reclamation's Gunnison River Proj- <br />ect Reconnaissance Report of February 1951, Investigations of the East <br />River, Ohio Creek, and Tomichi Creek developments were given priority <br />by the Colorado River Storage Project Act of April 11. 1956, <br /> <br />Present studies for the Upper Gunnison project have not included <br />the Cebolla and Pine Creek units which were outlined in the 1951 recon- <br />naissance report, Much of the land in the Cebolla Creek area will be <br />inundated by the Curecanti unit, and the Pine Creek unit has been found <br />unjustified on the basis of economic conditions now prevailing, Poten- <br />tial hydroelectric developments which have been inventoried on Lake Fork <br />have not been studied at this time because of limitations in funds but <br />these are planned for future study, No study has yet been made of the <br />possibilities of using ground water which occurs at fairly high levels <br />at various points in the project area but such possibilities will be <br />considered in future studies, <br /> <br />The developments outlined in this report have been appraised as <br />potential participating projects of the Colorado River Storage project, <br />Plans and appraisals have been made in accordance with existing recla- <br />mation law as proposed to be modified by the statement of "Policies. <br />Standards, and Procedures in the Formulation. Evaluation. and Review of <br />Plans for the Use and Development of Water and Related Land Resources." <br />approved by the President May 15. 1962. and printed as Senate Document <br />97. 87th Congress. 2d Session, Appraisals also have been made in accord- <br />ance with provisions of a draft bill cited as "Federal Water Project <br />Recreation Act." introduced as House Resolution 9032. 88th Congress, <br /> <br />Most of the basic data used by the Bureau of Reclamation in the <br />current studies was available from investigations leading to the 1951 <br />reconnaissance report, New reconnaissance field surveys have been <br />made of potential features not included in the prior studies, New <br />agricultural economic data, particularly on crop yields and farm man- <br />agement. have been collected, Additional reconnaissance studies have <br />been made of water requirements and operations. facility sizing. power <br />production, fishery and recreational potentials. cost estimates, cost <br />allocations. repayment, and benefits, <br /> <br />Preliminary appraisals of the fish and wildli~e and recreational <br />aspects of the Upper Gunnison project have been prepared by the Bureau <br />of Sport Fisheries and Wildlife and the Bureau of Outdoor Recreation, <br />These appraisals have been used as a basis for project analyses, <br /> <br />State and local. in:t.erests are actively supporting the project <br />investigation, The Upper Gunnison River Water Conservancy District has <br />already been organized in accordance with provisions of the Colorado <br />River Storage Project Act and existing Colorado laws to serve as a spon- <br />soring and contracting agency for the project, The State of Colorado <br /> <br />2 <br />
