<br />~ <br />M <br />Lr';) <br />~ <br /> <br />CHAPTER I V <br /> <br />COMPREHENSIVE DEVELOPMENT <br /> <br />The estimate of payment capacity was based on preliminary farm budg- <br />et studies made of anticipated farming operations with and without the <br />project, Analyses were made of representative cow-calf ranch operations <br />with project conditions on full and supplemental service lands and with- <br />out project conditions on presently irrigated lands, Present production <br />on the nonirrigated lands was assumed to be negligible, <br /> <br />The budgets made for estimating payment capacity were based on the <br />level of management, land use, and crop yields that might be expected at <br />the end of the project development periods when the irrigators would be <br />required to start making payments on project costs, The budgets were <br />based on a projected price index of 250 for prices received and 265 for <br />prices paid (1910-14=100), <br /> <br />Irrigation benefits <br /> <br />Irrigation benefits from the comprehensive development are estimat- <br />ed at $1,095,000 annually. including direct benefits of $564,000 and in- <br />direct and public benefits of $531,000, The estimates were made for a <br />100-year period of analysis beginning with the first delivery of project <br />water, <br /> <br />The estimates of benefits were based on bUdget analyses of repre- <br />sentati ve farms similar to those made as a basis for estimating the irri- <br />gators' payment capacity, The analyses. however, were based on condi- <br />tions expected to prevail about 15 to 20 years after the initial delivery <br />of project water, which has been assumed to be the economic midpoint of a <br />100-year period of analysis, Conditions assumed for that time reflect a <br />continuing Nationwide trend toward improved farm techniques, <br /> <br />Power <br /> <br />Plant operation <br /> <br />Information on the Taylor Park and Almont Powerplants under the com- <br />prehensive development is summarized on the following page, Estimates of <br />average annual energy generation are based on water supply available over <br />the 1906-59 period, <br /> <br />24 <br />
