The Division will continue to develop and

maintain a sound management system. Continuous efforts will be made to

improve program planning, budgeting procedures, and obtain the staffing

and resources necessary to carryon the various programs. Agency organi-

zation will be maintained and Improved as a framework in which an

effective water quality control program can be conducted.

Five-Year Funding Needs
An estimate of the resources needed for the next five-year period is

presented below. These estimates assume that the program grant during

the period will remain at the FY 1978 level and that the cost increases,

including additional personnel and expenses, will come from State appro-

priatlons. It is hoped, however, that Federal program grant funds will

show a commensurate year-by-year increase during the strategy period.

The estimates also include an annual inflationary cost of 7!%

Year Funding Need
FY 1978 $ 1,018,128
FY 1979 1,345,932
FY 1980 1,464,716
FY 1981 1,541,434
FY 1982 1,623,906
FY 1983 1,745,907

IV - 2

'.
