WATER QUALITY MANAGEMENT STRATEGY <br /> <br />A. <br /> <br />Division Point Source Resource Plan <br /> <br />,..... <br />CJ1 <br />--1 ...... <br />CoO <br /> <br />The Water Quality Control Division administers the requirements of P.L.-92- <br /> <br />5DO and the Colorado Water Qual ity Control Act, except for specific functions <br /> <br />delegated to local planning and management agencies (Councils of Governments), <br /> <br />and other State agencies (208, Soil Conservation Board, etc.). Functions <br /> <br />administrated statewide by the Division include monitoring and surveillance <br /> <br />of industrial plants, selected field studies, enforcement, NPDES permits, 404 <br /> <br />(dredge and fi 11) permits, construction grants, compl iance assurance and muni- <br /> <br />cipa! 0 & M, manpower development and training, spill reporting and response, <br /> <br />subsurface Injection permits, stream monitoring, safe drinking water supplies, <br /> <br />and certain aspects of areawide planning In non-designated areas of the state. <br /> <br />B. Point Source Program Five-Year Strategy <br /> <br />The Division intends to direct Its efforts in a manner as to maintain state <br /> <br />waters of current high quality and prevent their degradation by designed, acci- <br /> <br />dental, or deliberate discharges, or natural causes, and to improve the currently <br /> <br />degraded state waters so that all state waters, where attainable, will be of <br /> <br />such qual ity as to support fish and other aquat Ie I ifc, and be suitable for <br /> <br />swimming and other recreational activities; i.e., use classifications and <br /> <br />appl leabl e standards. <br /> <br />The 5-year goals outlined at the beginning of this agreement will be at- <br /> <br />tained wherever possible in Colorado by July 1, 1984, within the constraints <br /> <br />of techn I ca I, soc I a I and f I nanci a I fea sib i 1 i ty. <br /> <br />The approach toward the attainment of these goals will be to place <br /> <br />primary emphasis on those surface waters that ha've the most serious <br /> <br />IV - I <br /> <br />;k,...;"....,.,;,~,. <br /> <br />jZ <br />" .> --~;:M1l <br />,4,,_ -, <br />
