PROGRAM AND FUNDING OVERLAPS AND GAPS <br /> <br />,. <br />~ This section will identify those program and funding areas where a potential <br />Q'~ <br />'-': dupl ication of effort or overlapping funding exists. and where deficiencies or <br /> <br />gaps in the existing programs are apparent. Not all overlaps are detrimental <br /> <br />to a successful program. Only those overlaps which are viewed as hindering the <br /> <br />operation of the State's water qual ity and drinking water programs will be dis- <br /> <br />cussed in detail. The relationship of the water related programs to other pro- <br /> <br />gram media (e.g.. air. sol id waste) will be highl ighted but not emphasized in <br /> <br />this fiscal year's State/EPA Agreement. The gaps and overlaps identified in <br /> <br />this section will serve as the.focus for the discussion that follows in the next <br /> <br />two sections. The Water Quality Management Strategy and Resource Plans are <br /> <br />designed to correct the problems noted in this section. <br /> <br />A. Point Source Program - Water QualJ..tL <br /> <br />1. Organ i zat ion <br /> <br />The State's point source programs are divided between the Water Quality <br /> <br />Control Division (WQCD) and the Water Quality Control Commission (WQCC). The <br /> <br />Commission has primary authority for development and maintenance of the State's <br /> <br />program for prevention. control and abatement of water pollution with the Divi- <br /> <br />sion administering and enforcing the programs adopted by the Commission. The <br /> <br />Division is a unit of the Department of Health serving indirectly as staff to <br /> <br />the Commission and providing staff to carry out other water related programs of <br /> <br />the Department of Health. The Board of Health provides pol icy oversight to both <br /> <br />the Commission and Department of Health. <br /> <br />2.
