Integrate water qual ity programs wi th other programs such as <br /> <br />air pollution, soil conservation, solid waste management, <br /> <br />water resources management, etc. <br /> <br />3. Encourage efficient State and local institutional arrange- <br /> <br />ments for carrying out water quality management plans. <br /> <br />4. Encourage a high degree of public involvement. <br /> <br />5.
