SUIIIIII8.I'y <br /> <br />Presented herein is a comprehensive report covering in detail <br /> <br /> <br />the results of engineering studies on methods of s.1J.eviating the <br /> <br />salinity problem on the Lover Colorado River. <br /> <br />~- <br /> <br />The studies vere conducted entirely vtthin the framework set <br /> <br />forth by the Senate and House Appropriations Committees in author- <br /> <br />izing funds to initiate these studies. These directives were <br /> <br />repeated later in Senate Appropriations Committee Report No. 2178, <br /> <br /> <br />87th Congress,2d Session, vhich provided, in part, as follows: <br /> <br />"The committee directs that the studies vhich are to be <br />made vtth this money shall not encompass a solution <br />requiring that water delivered to Mexico from the United <br />States bypass the Morelos Dam; require that all water <br />delivered to Mexico from the Colorado River be charged <br />against Mexico' s s.1J.otment, as set forth in Article 10 <br />of the treaty; and that they include possible remedial <br />measures in all irrigated areas from vhich return vater <br />flows into the Colorado River below Hoover DBlII. The <br />committee further directs that in connection vtth studies <br />of proposed construction or operation on an irrigation <br />project, there be close coordination and__~onsultatlon <br />vtth appropriate and responsible officials of such <br />projects . . .. Tbe changed cropping pattern resulting <br /> <br />therefrom voul.d resul.t in reduced total. annual irrigation inrlovs to <br /> <br />the district of 50,000 to 60,000 acre-feet through the reduction of <br /> <br />high vater use crops and double cropping.
